Stanley W. Sloter 

President & Chief Executive Officer

President and founder of the Paradigm Companies, Stanley manages Paradigm’s daily responsibilities as a full-service development, construction and property management firm.

Beyond his Paradigm responsibilities, he also teaches a graduate-level real estate development course during the fall semester at The George Washington University. Before initiating a career in development, Stanley worked in construction lending with Pittsburgh National Bank. An active community member, he is a founder of Rocketship Education (a DC charter school) and serves as both the Chairman of the Board of Trustees for Lycoming College and a member of the Board of Trustees for The Washington Center for Academic Studies.

Stanley is a longtime supporter of Teach for America in DC and an advocate for affordable housing. He has served on the DC Comprehensive Housing Strategy Task Force, the Arlington County Housing Commission and the City of Alexandria Affordable Housing Work Group. Stanley is a graduate of Lycoming College, with a Bachelor of Arts degree in Chemistry, and has a Master of Business Administration degree from the University of Pittsburgh.

W. Clarke Ewart

As President of Paradigm Contractors, Clarke is responsible for all of Paradigm’s construction activities. He oversees the entire development and construction process for more than 8,000 multi-family housing units. Clarke is also a licensed class-A general contractor in Virginia. He has been with Paradigm since its inception in November of 1991 and was employed by Paradigm’s predecessor organization (National Development Corporation) as an executive vice president/project manager. Before that, he worked as a group lending officer at Maryland National Bank and in strategic planning at Emerson Electrical Company. Clarke received his Bachelor of Arts degree in Economics from Stanford University and a Master of Business Administration degree in Finance and Accounting from the University of Pittsburgh.

Patricia Beyer Smith

Chief Financial Officer (Retired)

A principal since the company’s inception in November of 1991, Patricia worked for Paradigm’s predecessor organization, National Development Corporation, as a vice president before becoming Chief Financial Officer for Paradigm. During her many years with Paradigm, Patricia was responsible for overseeing all activities related to accounting, cash management, financial reporting, tax reporting, and preparation for Paradigm Companies. Patricia holds a Bachelor of Science degree in Economics and Business Administration from Pennsylvania State University.

Alice Barrett

Senior Vice President
Paradigm Management

Alice is responsible for Paradigm Property Management’s day-to-day activities and manages 10,000 rental apartment units in several states. She is also responsible for more than 400 employees. Alice has been a principal of Paradigm since 1991 and earned her Bachelor of Science degree from George Mason University.

Michael D. Bushkoff

Michael oversees the management of approximately 10,000 rental apartment units from Richmond, Virginia to Wayne, New Jersey with Paradigm Property Management. He is responsible for a staff of more than 400 and has been a principal of Paradigm since its founding in 1991. Michael received his Bachelor of Arts degree from the University of Miami and his Master of Business Administration degree from American University.

Charles R. Garner Sr.

SENIOR VICE PRESIDENT OF OPERATIONS

Charles oversees Paradigm Contractors’ entire operations process, including planning and logistics, safety and quality control. With more than 25 years’ experience in multi-family construction, he ensures that Paradigm’s projects are delivered on schedule and with the degree of quality that the company’s clients expect.

Afua Ofori

VICE PRESIDENT OF HUMAN RESOURCES
Paradigm Companies

Afua is responsible for the human resources department that supports Paradigm’s Construction, Property Management and Real Estate Development companies. She has 15 years of human resources experience and is a member of the Society for Human Resource Management. Afua earned her Bachelor of Science degree in Business Administration from the University of Ghana, an MBA from Johns Hopkins University, and Master of Jurisprudence degree from Tulane University.  

Chuck Monnig

VICE PRESIDENT OF ESTIMATING
Paradigm Contractors

Chuck uses his 30 years of experience with Paradigm on high and mid-rise multi-family residential projects as he collaborates with developers, architects, and engineers in bringing their designs to fruition.  After graduating from Virginia Tech with a BS in Engineering, Chuck began his career with Paradigm as a Project Engineer and developed into a Sr Project Manager.  With an expansion of the estimating department, Chuck moved into pre-construction where he has parlayed his combined field and office experience into providing options to developers through cost analysis, value engineering and design review.  As the Vice President of Estimating, Chuck coordinates with the project management team to bring all facets of a project (budget, schedule, supervision) together to ensure success for both Paradigm and its clients. 

Marie Ryan Cox

CONTRACTS MANAGER
Paradigm Contractors

Marie began with Paradigm in 1994 and worked for the development team before joining the construction team. Marie is responsible for contract administration and facilitates review and coordination of agreements between Paradigm and various owners as well as subcontractors. She is also involved in the construction company’s risk management program and works to improve methodologies within the company and facilitate compliance with procedures. Marie is active in her community and serves as the Vice Chair of the Board of Architectural Review for the City of Fairfax. She received a Bachelor of Arts in Historic Preservation from Mary Washington College and a Master of Science in Real Estate Development from The Johns Hopkins University.

Ryan Rhed

CHIEF FINANCIAL OFFICER – DEVELOPMENT
Paradigm Development

Ryan oversees all accounting, financial reporting, lender compliance, treasury management, risk mitigation, and insurance for Paradigm Development. He also helps oversee the tax compliance/planning, insurance/risk management, construction finance operations, information technology, human resources, management finance operations and partner relations for the Paradigm Companies.

Ryan is on the Board of Directors for the Spanish Education Development Center. He has more than 12 years’ experience in accounting, tax and finance for real estate and construction companies and their principals. Before joining Paradigm, Ryan spent more than six years in public accounting at Baker Tilly Virchow Krause’s (Formerly Beers & Cutler PLLC) Washington, DC metropolitan office.

Ryan has been a certified public accountant since 2009 and received his Bachelor of Arts degree in Accounting and Finance from Lycoming College.

Charlie Whitley

VICE PRESIDENT/HEAD OF ACQUISITIONS
Paradigm Development

Charlie has facilitated ground-up urban high-rise development for more than 3,000 apartments with Paradigm Development. He has worked with the company for 10 years and brings 21 years’ real estate experience in the Washington metro area. Charlie received his Bachelor of Arts degree from the McIntire School of Commerce at The University of Virginia.

Micheline Castan-Smith

EXECUTIVE VICE PRESIDENT/SENIOR PROJECT MANAGER
Paradigm Development

Micheline handles the development, design, construction and management of the high-rise and mid- rise residential properties, and common area renovations from development through implementation with Paradigm Development Company. She also handles Paradigm’s for-sale development, construction and sales division. Micheline has been with Paradigm since its inception and over the past 25 years, has had the unique opportunity to play a key role in the strategic direction and capacity building in critical areas of Paradigm, including accounting, management and construction prior to joining the development team. Micheline is also committed to ensuring that quality housing is accessible to all and thus she serves as a board member for both Culpepper Gardens in Arlington, VA and the Eisenhower Partnership in Alexandria, VA. She received her Bachelors of Science degree in Human Resources and Business Administration from Columbia Union College.

Jimmy Dodson

EXECUTIVE VICE PRESIDENT/ SENIOR PROJECT MANAGER
Paradigm Development

Jimmy handles the development, design, construction and management of high-rise residential properties with Paradigm Development. He also oversees Paradigm’s retail development and construction. Jimmy serves as treasurer and board member of the Mt. Vernon Triangle Community Improvement District. Before joining Paradigm in 2005, he worked with FFI Real Estate USA, LLC as an investment analyst and interned with WestWind Capital Partners, LP, the acquisition and asset manager for a German open-ended real estate fund.

Jimmy holds a Bachelor of Science degree in Accounting and Business Administration from Washington and Lee University and a Master of Business Administration degree in Real Estate and Corporate Finance from the University of Georgia’s Terry College of Business.

Michael Butler

CHIEF FINANCIAL OFFICER

Mike oversees the accounting systems, financial reporting, lender relations, treasury management and annual audit functions for Paradigm Property Management. He offers more than 20 years’ experience in real estate finance, as well as six years’ experience in public accounting. Mike currently serves on the City of Alexandria Affordable Housing Committee and is a certified public accountant.

Michael is a graduate of Villanova University’s School of Business, with a Bachelor of Arts degree in Accounting.

Matthew K. Olson

VICE PRESIDENT
Paradigm Management

Matthew is responsible for overseeing operations at 14 major properties in Northern Virginia and Washington, D.C. with Paradigm Property Management. He has worked as a manager with Paradigm since 1996. Matthew graduated from the University of Maryland with a Bachelor of Arts degree.

Janice L. Haub

REGIONAL MANAGER AND DIRECTOR OF COMPLIANCE
Paradigm Management

Janice assists Paradigm Property Management’s senior vice president with property and staff management. She has direct responsibility for affordable housing compliance, as well as operational oversight for a number of properties. Jan is also runs Paradigm’s internship program and has been with the company since 1994.

Janice earned her Bachelor of Science degree from Juniata College.

Kelly Rim

REGIONAL PROPERTY MANAGER
Paradigm Management

Kelly manages successful conventional and affordable housing communities for Paradigm Property Management. She is currently responsible for overseeing the operations of approximately 1,900 rental apartment units in Northern Virginia and Richmond. Before being promoted to regional property manager, Kelly was a multi-site general manager for a 991-unit portfolio of affordable and market-rate units in Arlington, Virginia. She has worked with the company for more than 24 years.

Kelly holds a Bachelor of Science degree from the University of Maryland.

Karen is responsible for marketing oversight for all Paradigm Property Management communities. She joined the Paradigm Team in 2020. She has worked in the Multifamily industry since 1991; within the Marketing specialty since 2000. She earned her Bachelor of Arts degree from The College of William and Mary.
